With the aim of contributing to the understanding of legal and administrative coherence, legitimacy and adaptivity of the EQS process within the SPEQS programme, the overall purpose of Project 2 is to analyse the EQS process through two sub‐studies.
Sub-study 1 describes and analyses the EQS process from an institutional, multi-level perspective, focusing on formal institutions. Sub‐study 1 also applies a comparative perspective, focusing on similarities/differences between the EQS process in different public administrative systems.
Sub‐study 2 takes on an actor‐centred, comparative perspective, focusing on officials’ perceptions of the EQS process and it’s consequences for stakeholders, as well as factors affecting actor behaviour in different public admin‐istrative systems.
